About Us

Partnership Health Center (PHC) is a Federally Qualified Health Center (FQHC) based in Missoula, Montana, founded in 1993 out of the county health department's basement. It's grown into a large community health system serving around 18,000 patients a year, with locations spread across Missoula County — the main clinic at the Creamery Building downtown, plus sites at the Missoula Food Bank & Community Center, Lowell School, Seeley-Swan Medical Center, PHC at Alder, and PHC at the Poverello Center. Services span primary medical care, pharmacy, behavioral health, and dental, with an explicit mission of serving everyone regardless of income or insurance status, including patients experiencing homelessness or food insecurity.

One development worth knowing for context on this engagement: PHC and Missoula County are in the process of formally separating — PHC has historically operated under the county umbrella but is becoming an independent nonprofit, a transition CEO Lara Salazar attributes to the organization having outgrown that structure. The separation is expected to be finalized around the end of 2025, and both sides have said it shouldn't produce any patient-facing changes or affect PHC's FQHC status. It mirrors similar splits other Montana counties (Flathead, Cascade) have gone through with their own health centers.
