Chief of Primary Care Manchester NH VAMC Full-time Recruitment - Relocation Incentive / EDRP Authorized

Description of Duties 

The Primary Care Service Line Manager is a practicing physician leader responsible for the clinical and administrative oversight of Primary Care services for the VA Manchester Healthcare System which includes four (4) Community Based Outpatient Centers (CBOC); and is accountable for ensuring patient access, high quality, cost-effective care. The position has a strong administrative component; however clinical duties will be required to maintain proficiency.

  • Supervising all aspects of Primary Care patient care including assurance of timely access, efficiency, effectiveness, and appropriateness of care and treatment rendered by all Primary Care providers including physicians, advanced practice practitioners, and support staff.
  • Ensuring quality of care and appropriate productivity is provided by all physicians, nurse practitioners and physician assistants who report up through the Primary Care Service Line Manager.
  • Ensuring success of all patient survey metrics (e.g. SAIL) that relate to Primary Care
  • Working with Nursing and Administrative leadership to collaborate and ensure high functioning PACT teams.
  • Collaborating with Medical, Surgical, and all other clinical service line managers.
  • Reporting to the Professional Standards Board (PSB) recommendations concerning classification, appointment, and delineation of clinical privileges.
  • Ensuring continuing competence of Primary Care providers with clinical privileges by performing Focused and Ongoing Professional Practice Evaluations for providers with clinical privileges in the service line.
  • Organizing and participating in recruitment, interviews, selection, hiring and orientation of new providers in the service line.
  • Providing independent advice and recommendation to the Chief of Staff regarding new, innovative, or needed patient care services to ensure the goals of best practices and excellence throughout the spectrum of services delivered by the service line.
  • Providing direction and support to Primary Care staff regarding equipment technology, policies and procedures employed by the VA Manchester Healthcare System.
  • Responsible for VHA productivity goals and knowledge of individual medical physician, NP and PA productivity, and mentor Primary Care clinicians in achieving productivity standards.
  • Responsible for VHA patient access goals, and accountable of patient access data for the Primary Care clinicians, and mentor Primary Care clinicians in achieving access goals.
  • Interacting with staff to resolve interpersonal disputes.
  • Chairing, serving and attending committees and task forces, and advising the service line staff of the recommendations and implications of committee actions.
  • Assisting with the teaching, education, and research programs of the service line.
  • Assisting in implementing the policies of the Medical Center Bylaws, and Rules and Regulations.
  • Responsible for reports pertaining to Primary Care as required by VA regulations, station policy, and Medical Executive Committee recommendations.
  • Performing peer reviews and participating in Peer Review Committee.
  • Providing accurate, concise, timely documentation of care in the electronic medical record (Computerized Patient Record System CPRS) on each patient care occurrence.
  • Serving as attending physician for patient care within the scope of privileges granted.

Work Schedule: The tour of duty is Monday through Friday on Station at the Manchester VAMC, with some travel anticipated to the New Hampshire CBOCs.

Federal Retirement Plan:

  • VA employees are covered by the Federal Employees Retirement System (FERS). FERS is a three-tiered retirement plan composed of 1) Social Security benefits, 2) FERS-RAE basic benefits (pension), and 3) Thrift Savings Plan (TSP) which is a 401K-type plan
  • How is the pension funded? VA employees automatically contribute 4.4% of their salary each pay period and the VA contributes 12.2% of the employee’s salary each pay period for a total annual contribution percentage equal to 16.6% of the employee’s salary
  • Similar to the 401(k) savings plans widely available in the private sector, the TSP allows employees to tax defer a portion of their income each year, subject to the requirements of the Internal Revenue Service. For calendar year 2025, employees under the age of 50 may contribute up to $23,500, while those over age 50 are eligible to make catch-up contributions that allow them to defer up to $31,000.
  • The Federal Government also provides an automatic basic contribution (1% of salary) and up to 4% of salary in matching contributions, depending on the amount of the employee contribution
  • For retired military personnel, these benefits are in addition to full monthly retirement pay or pension
  • In addition to FERS, VA provides health care insurance coverage for retired personnel
